The Northwest Regional water treatment plant is at the tail end of two-year, 45.5-million-dollar upgrade, adding treatment capacity as well as nanofiltration softening. This was a design-build project with an owner’s agent and joint venture design-build team using state revolving loan funds. This combination resulted in a unique project environment and challenges, as well as specific advantages to the design process. The presentation will give the story of the plant upgrades, with specific emphasis on the unique challenges of a design-build project in a system catered to traditional construction processes.
